I am trying to make an antenna similar to the structure attached. My question is, what would be the most effective approach to build this structure on CST? I tried several ways:
1. making rings and cut+ transform
2. extrude arcs and transform
but all trials have problem when I try to do parameter sweep.
If anyone has experience making similar antenna on CST, please kindly share with me.

I think you can generate one half pattern at the centre, transform rotate copy it 180 degrees to get the other half (or 4 times 90 degrees etc), then transform scale copy it the number of times you want. Or do it the other way round.
If you are going to make the number of repeats a parameter, and then do another transform, you have to transform and then put all the parts together in a component and then transform that component (don't select the individual parts) so that however many copies you have they all transform the second time.

The design of this antenna is a bit tricky, I don't know if there is any tools to help with it, but supposing I want to do it manually, the simplest approach I would use is to design each of the symmetrical 1/8th as a separate group with their own dimension variables, that are a function of "f" or whatever parameters you want to sweep.
You will end up with a superposition of 4 groups of symmetrical 1/8th. To design them you can use cylinders of PEC with inner and outer radius, then make 2 triangles with extrude to cut them off. The variable S1 is related to the angle at the center, and it can be indirectly controlled through the triangle dimensions using generalized Pythagoras formula.
It will be better to define variables in the form of equations, so at the time of parametric analysis it wouldn't create problem.
