How do i deposit CIGS absorber layer by MOCVD?

Am trying to fabricate a CIGS solar cell by depositing the copper-Indium layers via the MOCVD technique, however,whenever i try to do so,the indium can not deposit on top of the copper layer.

What are the possible causes of this problem and how does one overcome it?Would depositing copper on top of indium have the same effect as depositing indium on copper?
