What should be the recommended procedure for developing the linkage with the industries for imparting training/internship to the students; industries are reluctant to do so.
Well equipped Research and testing laboratories are under umbrella of Government Research Organizations. These organizations can provide training to students on request of the institutions.
Govt has to play a key role on this matter. In India, all organizations needs to provide some minimum hours of industrial training facilities to the students, that is the main reason they are doing this. Top down push is required to make it happen.
Shirshendu Roy, in my opinion, said the only right solution. Governments must harmonize education, science and the economy. Businessmen without the obligation to educate young people do not do that because they are too busy with their daily work. ( If the company has its own faculty then the situation is different.) When I was the director, in addition to the contract with the faculty on student training and a sincere desire to do so, I did not work because every day a new problem arose, additional work, etc.
Public-private partnership between universities and industries can be one additional option in this context => more flexible than governmental programs. Specific training sessions from industry experts can be included in university study courses.
I would start to get as many personal contacts as possible to interesting industries / companies. Sign of Memorandum of Understanding (MoU) is the necessary for the institutions and industries. Because these types of MoU provide better Environment, guidance and training opportunities to students.

You have asked a very important question. In the modern era, almost in every field, the success of education depends on the linkage of the institution with the relevant industry.
From 2014-17, I worked in the franchisee operations and development department of a legendary vocational training institute in India. I saw that they had a public relations cell. Under that cell were departments like corporate communication, On-Job-Training (OJT), placements etc. The primary tasks of these departments were to constantly maintain a communication with the industries. These departments would also arrange competitions within the institute, fairs and exhibitions where the eminent personalities from the industries were invited as guests, judges etc. The eminent people from the industries were invited in a Board of Studies (BOS) framed within the institute so that they would provide periodical feedback on what skills should be imparted on students, what to educate them with, how to educate them etc.The interesting thing I observed about these departments was that they would keep moving with the industries throughout the year. Most institutes fail to do so. They try to establish the link during the periods of the year when this business reaches its peak. That is a wrong strategy.
Thank you so much for your very apt inputs. I would like to inform you that in our college, we all are doing the same what you mentioned that too throughout the year. What propelled me to ask the above question is in a rapid growth scenario, industries are becoming little reluctant in providing necessary platform for the training. Moreover, the statutory agencies including the university and the apex body in engineering education is throwing all the responsibilities on the institute to develop the linkages. I initiated the discussion expecting few more ideas like you mentioned to work on it for improving the condition.
