Democracy plays pivotal role to ensure the welfare and development of people. It protects basic human rights and liberties. However, democracy needs to be improve as time travels. Therefore, how democracy shall improve or what are the steps to improve democracy? Following are some of the steps we shall adopt to improve democracy. What are the other measures to enhance democracy?
1. By Increasing the role of political parties
2. By increasing Role of Opposition Party
3. By increasing political awareness of people
4. By increasing people centric policies of the govt.
5. By increasing role of civil society
6. By increasing decentralisation of power
7. By improving political participation of people
8. By increasing role of media
9. By increasing literacy
By the ability of the people to chose whom they want to be governed by.
Culture matters
culture plays a role beyond the role of politics in influencing human thoughts and behavior. Therefore, it is difficult to consolidate democracy without a democratic culture present in families, schools, universities, political parties, Parliament, the government, and other state institutions. Democratic or civic culture requires values that embody pluralism and respect for the rule of law, the peaceful transfer of power, the creation of a spirit of citizenship, a sense of belonging to the state, dialogue and tolerance, and the rejection of tyrannical opinion and decisions, violence, and extremism .

There are no easy answers to this. Also, I don't quite agree with the idea of 'improving' democracy. Rather 'evolving' or 'adapting' democracy according to uncertain futures may be more apt.
The most important thing I feel that is important is to ensure that there are enough checks and balances in each step. So a strong government+enough rights for civil society. Strong BALANCE between individual rights+group rights+collective rights. Difficult to practice, but as an ideal, each democratic set up should be striving for it. Not some perverted form of Machiavellianism that we have been seeing in India since decades.
So yeah, BALANCE between your points. Few are directly dependent on each other (such as Nos. 3, 7 and 9).
Thank you sir for your Insight but Improving democracy here i mean that development of democracy from socialization of democracy to participatory democracy to developmental democracy. Further here i mean strengthening democracy from classical direct democracy to modern deliberative democracy in terms of decentralisation and local planning wherein people participate.
The most important thing is to improve the governance tools: transparency, quality of the rules and their effective application.
A very good question. However, the question should be phrased, “How shall a republic improve in any given society/nation?”
A democracy promotes unbounded mob-rule, or mobocracy, and may result in tyranny over one’s human rights by the discontent of the mob.
A republic is based on the rule of law via separate coequal branches of government sharing equal power in a configuration supporting “checks and balances.” In fact, most nations throughout the world claimed to be governed by a republic. A good philosopher to read up on is Charles de Montesquieu.

The democracies, particularly in the developing countries should be saved from the effects of criminalization of politics. A person, who fulfils the basic qualifications, can contest election in a democracy. So, legally it is very difficult to impose a bar on the persons, having criminal background from contesting elections. The political parties should be discouraged from choosing criminals as their candidates. In India, as the parties are graded as national level and state level parties after elections on the basis of their electoral performances, the Election Commission should initiate another gradation, that should be a qualitative gradation as which party has fielded how many persons of criminal background as their candidates. It will act as a character certificates for the parties. It will be very hard for persons with criminal background to enter the cradles of power independently.
I believe that one of the most reliable ways to improve democracy in any Nation is to accelerate Economic growth and development because countries with high incomes, the higher levels of democracy compared to countries with poor income levels because in poor states, citizen's voice is very low and do not engage in Democratization process at times
