I don't know about the conference, because it needs to be organized well which cost the organizer lots of money. As for the journals, many of them are free of charge, except in some cases where pages exceeds the limit.
There are some open access journals that require article processing fees. Researchers should be careful with such journals considering the majority are predatory journals. However, some of them are reputable. So, I will assume you have done due diligence and found an open access reputable journal.
1. Contact Editorial Board
If you contact the editorial board, they will probably offer reduced fees for researchers from developing nations. I did this and I was told my submission will be complimentary.
2. External funding
They're several organizations such as Billy and Melinda Gates Foundation that are offering funding to researchers who want to publish through open access. I recommend you search for such funding from organization in your research area.
Journal fees for reading a pay walled article
It's hard being a researcher in a low-income country. However, in recent years there are several work-arounds against pay-walls.
1. Hinari
There's a program for researchers to access pay-walled papers. Hinari is one of them. Most institutions have log in details to Hinari. You can get it from your institutional librarian.
2. Unpaywall
This is an extension you install on your browser. It will help you find PDFs of the articles you're looking for. (NB: I don't know the legality of the browser)
3. ResearchGate
If you find an article you want your can request a preprint from the authors through ResearchGate. From my experience, the response time from authors is usually an average of one week.
4. Grow your network
When I was in Zimbabwe, I continued with my research because my network helped me with the literature search. I asked people for articles I wanted.
Conference fees
Oftentimes, conferences are sponsored by societies or associations. All the conferences I attended I received a traveling grant from the societies. For researchers in developing countries it's even easier, organizers are often more than willing to offer reduced rates. Finally, try TWAS.
Dear Naji, thank you for your comments, I do not mean organizing conference because it needs an established research in the country. I mean the fees for attending the conference and presenting your paper as you know it now in Libya cost huge amount of money.
Why do you want to publish your journal by fees? there are ample number of reputed journals who publish papers free of cost. Find them and publish it there only.
A large number of conferences and seminars being organized throughout the globe and they provide fully funds for attending it if you have a quality work. Find such conference as well.
Try to explore the free depository like researchgate for accessing large number of published world.
Dear Adbul Azeez, thank you for your contribution in my question. Some high reputed journals require fees to be processed. For beginer researchers the well established journals take long time to process your article, I know that there are some conference can support you, however in my area they do not exist.
Dear Rohit, thank you very much for your answer, yes you can do that but this will not give you the freedom as the researchers with funds, for example you need to present your papers at the well known conferences in your field and this of course requires money.
Most subscription journals do not charge publishing fees, but they ask you to sign a copyrights transfer to the journal's publisher. As to conferences , there are special funds for cases like yours, it is often part of the conference announcements that offer assistance with conference charges.
It depends the researchers affiliation and the work done.Most of the academics in universities get funds for publishing charges and attending conferences(conditional).Some Research funding organizations also support publishing and attending conferences.
I think researchers should build an effective cooperation through their academic institutes with the industrial companies and government institutes, that can lead to a kind of sponsorship of the academic research and provides a sufficient fund for the researchers ... the main issue is how to establish an appropriate mechanism in order to create this successful cooperation and to get rid of all the bureaucracy processes of the decision making systems.

Hello Dear Nabil, thank you for answering the question and contributing to the discussion, as we are from the same country it is now becoming more difficult to publish papers especially in the conferences because of the bureaucracy and the lack of the funds. Unfortunately, the gap between the academy and industry is huge and no one listen.
As said by Mr.Khasseh, most of the journals indexed in Web of Science and SCOPUS don't charge except Open Access journals. There is no way for conferences. We have to bear the registration fees.
Many journals offer discounts in fees for more than 50-70% for some low income countries, I think Libya is recently one of them.
For journals with no fees, it is either Q1 or impact factor journal which accepts only papers with very high contributions.
Usually, The conferences don't consider the countries with lack of funds during paper payment. But what you can do is searching for conferences which offer discounts for members in some associations (for example: IEEE member, IDES member, etc). To be a member in an association, you either pay a very small amount of money or by free, then later when you pay for your conference paper, you will get around 30% discount, sometimes more than 50$.
There is big deal of agony and difficulty in paying the fees for journals and organizing conferences these days in Libya. getting valuable full texted article is costly or you will end up with scrolling through the abstracts and titles of the articles.
Organizing a conference nowadays is getting more easier. thanks to the local small companies and good individuals who are welling to support and pay generously but that is not enough. the organizers will be faced with immense difficulties to make the ends meet.
The university you belong to has to have subscription to the journal for high end journals. Category A journals charge between 1500 to 3500 USD for papers... for open access. And for close access, these are very selective.
