How can you design a curriculum that incorporates hands-on learning?
Interesting question.
Plenty of curricula, in various countries, emphasize on learning by experience, including with hands-on activities. At least in Elementary schools.
It all depends on the teaching approach that the curriculum implements.

Be aware of excellent hands-on learning resources that you can access.
Have assessment-led curriculum design where the task requires students to experience and create.
Identify allies who can help - NGOs or local curriculum/teaching and learning partners.
Be alert to learning outside the classroom possibilities.
