I have downloaded Xubuntu 16.04.2 from https://ubuntu-pi-flavour-maker.org/download/
After writing the image file to the memory card, there are two partitions created:
1. PI_BOOT (FAT)
2. PI_ROOT (Ext4)
When I insert the card in Pi 3B+ and power it up, I am able to see the rainbow screen only and the green LED also does not glow. So it means the Pi is not able to read PI_ROOT partition I guess. I am working on Robot Operating System (ROS) and the Raspbian Stretch is not supporting it well enough, so I have to switch to Xubuntu as the Ubuntu Mate does not support the ARM64 architecture of Pi 3B+. Hence I am seeking help on proper installation and run of Xubuntu such that I can be able to create back up images of the OS and its installation during future development which will save time.
This is more of an editorial than an answer:
If you are familiar with building ROS from source you can probably get it to work on openSUSE. ( https://en.opensuse.org/openSUSE:OpenSUSE_on_your_ARM_board ) I have that running on several Pi 3B's and it works well. Once you figure out the build environment, you should be golden. I don't think ROS wants something inherently unavailable, and it looks like a RPM based systems.
There are an infinity of boot problems you can encounter that have nothing to do with the OS. Like insufficient power during boot, video things, SD card is too small for initial expansion, ... or who knows if the image making system actually works at all. You need to get a serial console on it and see what is actually happening - you need to do that anyway. Also how you prepare your SD cards can be an issue. Its a mess.
So start from first principles: get a console that lets you debug the boot sequence, Try an alternative OS which may actually boot but requires some DIY for the build environment.
Once you get a script that assembles your build environment and it can automatically pull down dependencies and the ROS sources and build it, then you don't care what OS you are using.
Thank you for the editorial. I wanted to install the full desktop version of ROS Melodic in Raspberry Pi instead of the recommended one with limited packages and no GUI tools. OpenSUSE is also a good option, but I had resolved my own question before this editorial came and now I have successfully installed Xubuntu 18.04 in my Raspberry Pi 3B+ and also installed full-desktop version of ROS Melodic in it. I downloaded the Live Installation Zip file from here: https://1drv.ms/u/s!AvHY_kl4hMB4gQHfDAh2SYG_Q4Bt
I unzipped the file into a FAT formatted USB pendrive which made it a bootable and installed Xubuntu 18.04 in Raspberry Pi 3B+ successfully. Now ROS works like a charm even with GUIs like RViz.
