The question does not has a precise answer but am trying a general one.
You need to identify the problem/policy that you want to model using game theory. Further, identify the players (agents who would matter for this policy), list the possible actions, identify the payoffs and decide the nature of the game. Once you have done all this, you should be able to analyse the policy.

I have a little experience here -- as a proprietor, not as a theorist. In my region (the US midsouth) I was unable to find a contractor who would manage some family property with sustainable harvesting, though in another region (the mid-Atlantic) such service was available.
Clearly, forest proprietors are among your actors. Proprietors may increase their profits by methods like clear-cutting and pine monoculture (common in US midsouth) but the logic of your question suggests that others would benefit from more sustainable practices, through, e.g, improved environmental conditions and game habitat. Proprietors could share these benefits to the extent that OTHER proprietors adopt sustainable practices. These benefits need to be documented and quantified, though.
The game model would then be a many-person game with two types of players: proprietors and others. The cooperative, efficient solution will then differ from the noncooperative solution in which proprietors choose on the basis of their private benefits. The cooperative solution MIGHT call for regulations or subsidies to give proprietors incentives to adopt sustainable methods. That will depend on the numbers and that in turn is the reason the benefits need to be quantified.
My experience suggests that economies of scale may complicate both solutions. Where there is limited demand from proprietors for sustainable management services, private management firms may simply not offer them since they cannot produce the services at a scale that would be profitable. This could lead to more than one noncooperative equilibrium (US midsouth vs. Midatlantic) and in that case a modest public effort could accomplish a lot through shifting from one equilibrium to another.
