I/I1 represent relative intensities, 100 is given to the highest peak and others are converted wrt. 100%. At first sight it is looking like BCT structure (may be martensite) but you need to refer some basic text material for better analysis and understanding.
In addition to Akeshwars excellent answer, indexing an unknown substance requires much more than the three strongest reflections. Also, please provide more information regarding the data. Post the diffraction pattern.
The list appears to be a small section of the full peak list of the powder pattern.
If one takes up Akeshwars suggestion of a body centered tetragonal substance, one might interpret the reflection 1/7 at d=2.0733 as the 200 and reflection 2/8 at d=2.042 as 002.
In a tetragonal system, a d-spacing is calculated as
d = 1./[ (h^2 + k^2)/a^2 + l^2/c^2 ]
The above interpretation roughly gives a=4.146 c=4.084 from which the d-spacing of 222 is calculated as 1.19Angstroem.
But the strongest reflection seems to be in fact reflection number 7, the second reflection number 8 and the third strongest reflection number 39. Thus many reflections are missing in the list. That means that
either
A) The substance has much larger lattice parameters and likely lower symmetry
B) The substance is a mixture of two or more different phases.
Since the three strong reflections have very different FWHM's it appears questionable if the three reflections belong to the same substance. Alternatively the sample consists of very anisotropically shaped particles. This however is in contradiction to the interpretation of peak 1(7) as 200 (or a higher order) and peak 2(8) as 002. I would then expect that the 222 reflection has an intermediate FWHM .
With the listed positions in 2Theta and the FWHM's, reflections 1(7) and 2(8) overlap so much, that they are no longer two separate peaks. Assigning these as two distinct peaks would have required a profile fit. It is by no means clear if that unambiguously gives only two reflection. I would guess that these two peaks could easily consist of two or many more reflections. See the attached calculated pattern.
In short this little bit of information will not enable you to index or identify this material.
