in case of nanofiber mats you can use standard spectrofluorimeter. If you have any solid sample holder, you can prepare two small thin metal strip, with appropriate width to diagonal width of cell holder. One of this metal strip is equipped with rectangular aperture (obviously 5x10mm). Other possibility is to use fibre optic spectrometer such as MAYA from OceanOptics. Important question is in wavelength range of fluorescence.
