Use voltage divider circuit.

take 2 resistors in the ratio 2:3. Connect both of them in series and apply 5V to the lower value resistor and ground the higher resistor and take the voltage along higher valued resistor and ground. It will convert 5V into 3V.

If the load draws a relatively constant current, you can save the one resistor:)
