If you think that buildings need geolocation like spaceships looking for a convenient landing site, digital information about the territory is necessary. But if you think that buildings are erected due to the features of the environment in the selected territory, then using this tool will not be enough for you.
I have used ArcView Geographic Information Systems software to create site plans, construction documents and other maps for Polk County Parks and Natural Resources for 9 years. Previously, as an Urban Planner, I created subdivision maps, land use and zoning maps and site plans. Although, a substitute for finely detailed survey work, GIS is great tool. When working with surveyors and engineering drawings, request that the work is georeferenced and then it can be imported into GIS, for file sharing.

AutoCAD is a software that can be used to acquire vector data for use in GIS, and GIS is an integrated computerized 'system', that can be used to receive data from RS and AutoCAD, store it, process it, analyse and manipulate, and present a geographic context for problem solving. ACAD is the most flexible for vector format representation.
