There a number of ways to look for an impact factor of a journal.

1. Go directly to the website of a journal as they always advertise the impact factor under the heading "about the journal or home or about us".

2. Go to Google and look for an impact factor of the journal

3. Science citation index is another source of tracking the impact factor

4. Ask your helpful librarian

5. Lastly if the journal is an online open access new journal, it may not be possible to have an impact factor.

The journal you mention does not have an impact factor as it is not indexed by Medline(pubmed.com)/ThompsonReuter.

An impact factor is calculated by the cites in the previous 2 years. If the journal is newer than that it has no IF.

If the journal does not meet the standards of ThompsonReuter it will not be indexed. It seems as if the journal you are referring to does not meet the standards of TR.

As far as this journal is concerned it is not having an impact factor as of now. For 2013 its impact factor is still computing. This is what I got from a quick search. Link given below:

The SJR which seems to be the same as impact factor seems to be 0.14 for this journal.

As many open journal ACP is not indexed and thus has no IF, even if " 2013 still computing". Furthermore with three isues by year and two to three manuscript by issue, the probability to be indexed in the next years appear very low.
