The adhesion depends upon the surface roughness of fiber, any how if this can be increased adhesion problem can be solved.
If you speak about glare like materials, then you could have metal structuring using e.g. laser. If you speak about MMCs you can have chemical reaction between fibres and metal or mechanical anchoring or even both.
Selective etching/Surface treatment of the metal surface that leaves a free reactive ions on the surface which are made to bond with the fibers using a crosslinker. This concept can be made specific depending on the composition of fiber and metal. The diameter of the fiber should be very small, so that the number of molecules on the surface should be more compared to the core molecules, for which nanofibers can be an option. Inorder to maintain the structural equilibrium of the system as a whole depending on the diameter of the fiber the thickness of metal layer should also be customized.
Bonding between the metal surface and fiber/epoxy can be enhanced by different surface treatments.
