How can make activated carbon counter electrode for dye solar cell?

I have tried multiple techniques on how to make activated carbon counter electrode for DSC. Yet, Im not getting the same results (efficiency) as per many publication I have read. I have tried CMC: DI water: AC combination, Activated carbon: PVDF: in NMP and they can be removed easily.
