After noticing that my learners are fond of using websites, open access resources and social networks, I started to consider devoting more time to the use of ICT inside the classroom as well as assigning homeworks where they use technology.
Yet, I am not sure how would this make language teaching more effective considering the fact that internet is not accessible to all learners in the Algerian context.
Internet access is also a problem due to data costs in South Africa, but nearly every student has a smartphone, which they use to access social media and messaging apps such as WhatsApp.
E.g. I previously gave my students the task of creating a 30 second TV advertisement (many used their mobile phones to record and then free software to edit) and uploading to YouTube, which working well!
Yes, using a smart mobile device is the most effective way to engage students. In addition to that you need to incorporate the ability to provide information for making a case for your belief of idea.
Having access to mobile devices may be an option. What we need to consider is how to make the internet connectivity available in your area. The question is how accessible is internet connectivity in your area?
Which service providers provide mobile connectivity? Then the option of a mesh network or even an IOT network show be considered?
But these are questions have no bearing on resolving your issue, but a proper engagement with local residents and service providers may need to be considered in order to provide the best solution.
Data Sovereignty and Privacy is key and out of that there are many possible solutions and scenarios to be considered.

1. What is available?
2. How do you make it available?
3. What is the possibility of this happening quickly?
These are high level questions but can be easily help to deliver what you require.
I believe that the use of connected phones on the internet to provide education is more of a source of distraction for learners than anything else. Because the teacher will not be able to follow each one in a context where the number would be above 10 learners. I prefer working on an intranet or on a dedicated server for language courses, which would focus learners on the skills targeted during their learning.
