I am not familiar with PowerFactory. But AutoCAD drawing can be easily converted to a JPEG, PNG or BMP image and then you may be able to use it as a graphical background.

first you should print the Auto CAD drawing by press Ctrl+P

from printer name select >>> publish to Web JPG.PC3

Press plot it would be saved as an image (JPG file)

from insert >> Raster image reference >>> choose the image

you will have it as a background image and you can draw lines as you like

Hi . if you want PDF format you can press ctrl+P and choose the printer name "DWG TO PDF.pc3" ,then select your objects and press ok.
