The PID can only be tuned as fast as the process will allow. There is a significant amount of time (both dead time and lag time) in the process. In controlling such process, the steam pressure changes which results in the reduction of steam flow, controller will not detect such pressure variation until it affects the temperature, this will take sometime, as it is a slow process
