What are the unit operations in the wastewater treatment system? Has it been designed and constructed? If it hasn't , you may want to consider batch treatment process, but will not be suitable if you need to have biological system installed (even SBR because of the 10-day cycle). Otherwise, the only way is to provide a large enough equalization tank or basin, from which you can control the release to the wastewater plant. You can size the tank by constructing a Rippl diagram from the flow profile across the 10-day cycle. If you have a small equalization tank, then you have to ensure that the unit operations of your plant have adequate design capacity to handle the cyclical flow increases. But again, this is generally not possible for biological systems.
Thank you Idzham Fauzi, we didn't decide yet which system. probably we going to choose RO (Reverse Osmosis) process or other evaporation processes such a distillation or electro-dialysis because the main concern for the process is removing chloride.
and we deal with a flow rate of about 500m3 per 20 days ( as 50m3 for the first 10 days, 210m3 for the following 7 days and 240m3 for the last 3 days)
If you use RO or EDI you can chose to vary the number of unit in operation, this will allow to lower the need for buffer capacity

Hello Ali H., as some mates said you could build a buffer pool (handicap: construction costs and maintelance tasks like cleaning the bottom) or as Kim H. Soerensen said you could vary the number membrane units in operation (handicap: depending on your influent quality, the membranes unit could present problems after being several days not working and you should think on a treatment for the membranes when they are gonna be not working).
Both methods have advantages and handicaps, you should consider an in-depth analysis of the raw wastewater which you are gonna treat; and estimate the cost of the different options based on the wastewater quality and the treatment technology.
I have a suggestion :
Let the representative sample be collected. You start taking time proportioned as well as flow proportioned samples and then stir them well and then the same can be used for lab studies for industrial wastewater treatment
