So a little introduction, our group is making solid state devices (MRAM etc) but so far we have only work on proof of concept stage.
So how can we bring it to the next stage? how can i start the circuit design and the tapeout stage?

It depends on what you mean by 'proof of concept' and 'prototype'. It also depends on what your objectives are.
But if your objective is to make progress towards commercial realization, then I would recommend involving a commercial partner at an early stage. They will know much better what the market wants/needs and therefore what the prototype needs to demonstrate.
