I would try using crystalline quartz plate or sapphire instead of glass if you cannot avoir expositng the slide to hydrothermal treatment. Can you use anyhing elsi but glass?

You might try vitreous silica slides. The weathering of your slides is due to leaching of sodium from the slides and formation of reaction products, plus mechanical degradation of the surface due to cracking around these deposits. Read our articles in Solar Energy Materials and J. Non-cryst. Solids. Check some of the work of Patano as well. 

Mr. Roman, yes i am using hydro thermal treatment as roughing of glass surface to produce nano flakes on the surface. Is there any process of producing nano flakes on glass surface other than hydro thermal treatment?

Surface roughness and transparency are in most cases mutually excluding. If you really need a rough surface, your only chance to obtain transparent samples is to produce roughness in deep submicrometer range, on the order of 50 nm or less. Otherwise, you will have to completely re-think your experimental approach
