According to US Army and Crops of Engineering, The HEC-GridUtil can produce gridded file for using in HEC-HMS. I studied the HEC-GridUtil's manual, but no chapter has explained how users can produce this kind of data. There are good explanations for using the software, but nothing about producing gridded data!!!

Thank you for your answer, but none of the links could solve my problem. Actually, the problem is that we usually use GIS for analyzing gridded data. For example, we use the data of 30 rain gauges for interpolating precipitation for a basin. This interpolation is a raster file, and it can't be used by HEC-HMS, so how can we convert a raster to a DSS? is it possible by GIS? do we need another software?
HEC-GridUtil is a tool for monitoring gridded data not for producing them.

I Have not applied it with raster datasets yet but i use it to convert time series from MS Excel to DSS format.
It seems the new version of HEC-GeoHMS has solved the problem. I read some of its manual, but unfortunately, I don't have access to the new version of GIS to install the version of HEC-GeoHMS. If you have access it, it would be a good idea to try it. Aslo, I found a trick for solving the problem. you can see it.
