Is final product for topical (not parenteral) use? You can (i) solubilize an oily drug in ethanol and (ii) pour the solution into aq. solution of a solubiliser, such as Tween 80 or Cremophor 40/60, with proper concentration. The result is clear and stable micellar solution. We use the same procedure to prepare, e.g. aqueous propolis solution.

For a drug (for exam liquid hydrophobic drugs) which is stable (not volatile) in nature then you may directly prepare nanoemulsion from there without incorporating any lipid.

If drug is unstable then its advisable you to choose a lipid which have lower m.p (better solid at room temperature) to dissolve lipid and prepare nanoemulsion from lipid mixtures; it would retain incorporated lipid at core site

Solubility studies are not required in such case. Solubility studies are usually carried out to screen the best components especially oil phase for nanoemulsion preparation.

Nevertheless, if you are using a vegetable oil as an active component like olive oil, you can use other oil along with vegetable oil because vegetable oils have lot of impurities which is the main hurdle for getting clear nanoemulsion. In this case use any of semi-synthetic oil such as Sefsol, Labrafil, Capryol, Lauroglycol etc. Entrap your active oil with this oil and follow the routine procedure of nanoemulsion preparation. Related to the method of preparation, take into account that depending on the components you may need to add some energy to the system (i.e. using an ultraturrax) to get a nanoemulsion, otherwise you will obtain a coarse emulsion. However, if the choice of excipients is correct, you will obtain a thermodynamically stable microemulsion.

In case of some oils, maybe also for clove oil nanoemulsions will suffer from Ostwald ripening. If you add a second oil of lower aqueous solubility Ostwald ripening can be suppressed.
