you can use spatial analysis tools in ArcGIS. In this case, use union of all maps which can create three columns in the table and it includes all features which exists in the three maps. After that create a fourth column "field" by which you can combine the three column as either 111 means all forest 110 as the first two forests, 101 as the first and last forests, 100 as the first forest only, 001 as the last one forest only...etc. Then you can use dissolve to remove borders between similar polygons.

I agree with Mr. Awad, this is quite simple solution, after union, only need to play with selection query i.e.

Select from 'shpefilename' where Year A = forest and Year B = forest and Year C = forest -> assign selected features '111'

similary

Select from 'shpefilename' where Year A = forest and Year B = forest and Year C = non-forest -> assign selected features '110'

Select from 'shpefilename' where Year A = non-forest and Year B = forest and Year C = forest -> assign selected features '011.

and so on. . .
