I have found the below method to prepare a highly hydrophobic Fe3O4 particles:
By coprecipitation of Fe(II) and Fe(III) salts in an ethanol–water
solution with ammonia in the presence of a fluorinated alkyl
silane.

Coat with a hydrophobic shell in an appropriate non-polar solvent. This can be almost anything from stearic or oleic acids to a low MW polymer such as 50 kDa PEI or PEG. You can generate your own recipe dependent on the surface area of the particles - higher surface area will need more costing. Remember that the magnetic attraction of magnetite will cause particles to agglomerates overcoming any repulsive forces in the system. If your particles came from an aqueous starting route then you have an added complication of wetting the surfaces - that's why you may need to go via an intermediate liquid such as an alcohol.
Please remove the PEG reference. This is typically hydrophilic - I was in steric stabilization thought mode.....

Synthesize nanoparticles Fe3O4 in a conventional manner in an ammonia water solution. Centrifuge them. Rinse in ethanol and centrifuged again. Then apply to the procedure described for fiber in the attached file.
