How do I rectify NDVI values ranging from 0 to 0 after using reliability data to flag out bad pixels?

I am performing NDVI anomaly analysis in ArcMap using MOD13Q1. After flagging out the contaminated pixels some data sets have NDVI values ranging from 0 to 0. How do I correct this?
