How can I possibly use a remote- sensed catfish to detect crude oil spill in a body of water?

How can I possibly collect biologically and environmentally friendly remote sensors that when attached to fish body and gills will not adversely affect fish and water. Such sensors should be able to give information described in the methodology attached. Thanks
