You have carboxylated the CNTs by use of strong oxidising acids. You should check the pH of washings of water till it become neutral. However the dispersion of carboxylated CNTs (though free from reaction mixture acid residues) will always be acidic due to generation of free carboxylic groups on CNTs.

Wash with deionized water or solution of sodium bicarbonates or sodium carbonates, of course with vacuum filtration ... You should watch the pH of the medium using either pH meter or litmus paper ... Good Luck
