An industrial favorite is to use a head space interface on a gas chromatograph (GC). The reference I give below is for the more exhaustive "multiple headspace extraction (MHE)" method, but a single headspace extraction is also done frequently in industrial labs.
Another approach using GC is a variation on Yuri's article in that you use a precipitant like methanol (depending on the polymer) to precipitate the emulsified polymer. At that point your monomer (if soluble in the precipitant) can be injected into a GC for analysis. One generally avoids injecting polymer plus monomer on the hot GC injectors because some cracking of the polymer or pyrolysis occurs which can give one false high values for residual monomer.
