As part of my research study, I have been trying to make my result representation for measured and predicted values for Cesium-137 depth distribution pattern. However, i find it difficult to plot a scatter graph representing both steps and line connectors as shown in the attached photo.
Any help with that using Excel? is there an alternative statistical tool or application I can use?

for creating the step type of data presentation you should rearrange the coordinates according the attached sample and plot the data.
