So I know that gradual spectrum/continuous color ramps are usually for raster layers, but for this choropleth map I am making, I need to have the legend as a spectrum, rather than individual ranges.
I attached an image to exemplify what it is I am trying to create.
So if I have a standard map legend like the color ramp polygons, how do I turn it into the color ramp raster?
This is for demographic data within tigerfile US county polygons.

If I understand your questions correctly, there is 3 steps approach.
Step 1. Create choropleth map with discrete colors.
Step 2. Create (in Photoshop, for example) square raster image with gradient color fill using two colors from choropleth map - highest and lowest (you could import colors with the help of eyedropper).
Step 3. Insert gradient color fill raster image into your map as a legend.

I think you can simple crop the image with color ramp like the one you attached here, and then import that image to your project (I am assuming that you are using ArcGIS). The next step is to add some text box and introduce the information that you want to appear in the legend.
