Now emulsions can be produced by flow mechanisms through certain (small) geometries and I can see 2 flows of different chemicals reacting to produce the desired end game.

I honestly dont know anymore what is nanotechnology Alan F Rawle it suppose to be chemistry of interactions below 100nm, co-precipitation and sol gel are not really anything special for nanoworld. they can however use microfluidic devices to make nanostructures.
You may prepare nano-CeO2 using the ceric ammonium nitrate (CAN) solution through the process discussed in the papers.
