Compromise between the conductivity and the flexibility is a must in the case of flexible electrodes (specially when transparency or ion conductivity is required).

I suggest you to use on of the following polymers:

Polypyrrole (PPY)

Poly(ethylene terephthalate) (PET)

Polyethyleneimine (PEI)

To obtain a higher conductivity, you can use highly conductive fillers rather than AC.

Consider addition of graphite and C-nanotubes.

To my experience you can use the flexible carbon foil of 200 mkm in thickness based on exfoliated natural graphite. This is an available and cheap commercial product. I can tranfer the technical specification of it if you like.

With activated carbon the conductivity can not be obtained. You have to add conducting carbon or graphene or CNT to make the electrode conducting. To make the electrode conducting hydrophobic polymers can not be used as its electrochemical activity will be restricted to surface only. You can use viton rubber, Jeffamine cured epoxy (Flexible). You can change the grade of jeffamine to control the flexibility. PVA can also be tried by crosslinking after blending it with carbons.

Specific resistance of typical carbon foil is 10-4 ohm cm. I think a satisfactory value for the electrode.

I Agree with Azit Baran Samui, you cannot make a material very conductive with activated carbon. If you need activated carbon in your electrode you could add in addition to your activated carbon small quantities of extra-conductive carbon black. Any addition of carbon will anyway stiffen your compound what ever polymer you use. Solutions exist and it would need a compounding exercise to achieve a flexible very conductive compound by adjusting carbon black content and eventually some softening agent. I would start with the ingredients you really need in your electrode , make a selection of the appropriate polymer (i.e. viton or other fluoropolymers)

and add conductive carbon black. It happens quite often that carbon blacks with a relatively high percolation concentration give a better compromise in conductivity/flexibility than carbon blacks with a very low percolation concentration.

Chemically reduced graphene (from graphite oxide) is also an option here. Despite some little drawbacks, it is readily available and cheap. For the percentage, it will be a matter of materials and tests. You may start from, e.g., 1% and press some small pellet to check the conductivity. Then up or down depending on the results.

I suppose that you need a conductivity through the electrode. Graphite would give you a good conductivity in the plane but very bad through plane. I would suggest to start with 10% of Extra-conductive CB (available from Imerys Graphite and Carbon and AKZO) or 20 % of CB like Ensaco 250 ( available from Imerys Graphite and Carbon). The conductivity will depend on the polymer and cannot really be predicted, high density polymers will need less CB. From Result you obtain you will have to increase the CB content till you reach the required conductivity , if the compound is too stiff you have to check if lower viscosity materials are available or find an oil compatible with your application and the polymer.
