NetSim VANET module has inbuilt interfacing with SUMO. TRaCI python APIs can be used to control the behavior of various road traffic elements in SUMO such as vehicles, traffic signals, etc from NetSim during runtime.
The TLS program at the traffic signal can be controlled by passing setPhase command and switching the signal phase based on the on-road situation.

NetSim's VANET(Network Traffic Simulator) library interfaces with the open-source road traffic simulator tool SUMO (https://sumo.dlr.de/docs/index.html). Users can create and model entire road traffic including vehicles, and traffic signaling using SUMO, then import/load it to NetSim.
NetSim will take care of V2V, V2I, and V2X communication. Apart from vehicles, NetSim also supports RSU or roadside units.
