Have you checked their editorial policy? Is the contents of the Yearbook peer reviewed? Do they only accept papers and not journals or similar.

Yes, the German-English History of Oceanography Yearbook is peer-reviewed, though not a wide-spread frontline journal and only partly published in English. So far I attributed the problem to technical difficulties, but found no contact information to ask.
