How can I get a uniform surface coverage of tin oxide on ITO substrate by spin coating?

I follow the following paper as attached file. I am trying spin coating method but surface coverage is not good by tin oxide.

I would suggest initially spin coat a very thin layer of SnO2 first, pyrolyze and anneal it, and then put the additional add-on coatings to build up your slightly thicker SnO2 films.

But in this way definitely as you are pyrolyzing/annealing a number of times, there can be some interdiffusion between the ITO and SnO2 layers.

Instead of sol gel, which is a chemical technique, you may simply sputter coat a thin film of SnO2 onto the ITO coated substrate.
