It depends on the type of mobile up that you want to evaluate. I am evaluating mobile apps regarding physical activity and exercise and there are various papers on how to do that.
I dont know how to evaluate a mobile app, but i suppose i can give you some feedback about your question. I worked as a software developer for three years on web and desktop projects. I suppose you can evaluate a mobile app from many perspectives, some examples could be easy of use, performance, security, etc. I think you can get better results if you ask specifically what kind of aspect of a mobile app you want to evaluate.
