A proposed medical incinerator has a processing capacity of 150kg/hr and primary and secondary temperature of 900 and 1300oC. Is there a way I can be able to estimate the the above parameters using the data above?

Depending on the resources you have:
1. Empirical: Calculate Heat Transfer in each component and come up with approximate value (you need details of thermal properties of the systems). Same principle is useful for velocity analysis (using Continuity Theorem)
2. Experimental: If you have the model existing; use a gas analyzer with temperature probe, or a simple high temperature thermal sensor and for velocity use flow meter at this junction.
3. Simulation: You can get a simulation model run which should give you the approximate temperature and velocity via flow rate at the mentioned junction
