Which building dimension do I consider when calculating the GEP stack height and SIZ while working on AERMOD dispersion modelling?

While using AERMOD, building downwash is a very important aspect to consider. Good Engineering Practice (GEP) stack height formula is given by GEP = H+1.5L and Structure Influence Zone (SIZ) is 5L downwind, 2L upwind and 0.5L on either side.

While determining the GEP stack height and (SIZ), which building do we consider to use its dimensions. Is it the building closest to the stack or the tallest building?
