In my project, I designed a router-assisted congestion control where every router computes an admission rate using a PID controller.
My question is: how to tune dynamically the PID controller's control gains to insure the best system stability and convergence?

I think that a relay method is an interesting method of tuning PID controller. To be honest it is fast and easy to implement. In my case opportunity of on-line tuning without stopping a controlled process was the most important. Read an article entitled Comparing PI Tuning Methods in a Real Benchmark Temperature Control System to find more classical methods.
