A Raman spectrum is a plot of wave numbers (x) versus intensities (y). If you have the right instrumentation and can record data in a matrix form - x and y - then you can plot in any software available to you - excel, mat lab, r, e.t.c

You can also use OriginPro software for plotting the raman spectrum of your sample. As stated earlier, it is a plot between wave number (X-axis) and Intensity (Y-axis). So, it can be easily plotted in any software, but in OriginPro software the graph can be made more representative with certain useful modifications.
