How can i define the USRP N210 on pc under windows 10 and i used gnu radio 3.8.. i set the configuration and i make the ping and recived reply successfuly but i cannot define the device and an error occuried that the device of ip address 192.168.10.2 is not found ?

Also I would try changing the IP address since this sound like a conflict problem.
192.168.??.1, ?? must not be 10.
It is not clear from the question if the "device not found" is a local device or the other end. Network addresses that start with 192.168...... are local to the current network and do not route or exit the current local area network. If the device not found is local to the current network then double check that the ip address used us uniquely allocated to that device alone. Address conflicts/duplication could explain a successful ping reply but failure to connect to a local device.
