I need a faster way to crawl Twitter user followers with userID other than the free API with rate limit. I don't mind buying it if any provider supplies such user social graph.
Check out the Social Media Research Foundation's NodeXL, an open-source Excel add-on.

As far as I know, you really can't. Other than distributing the task across multiple processes and API keys. It's been severely limiting.
