it is possible to set some parameters of TCP in windows and possibly in linux. in windows it is done by ">netsh int tcp set" at command prompt. however can we change the multiplicative decrease or additive increase coefficients? for example make the multiplicative coef to 3 or 1.5?

answers in both linux and windows are welcome.

i guess "sysctrl" can do some TCP config change. but dont know how to do what i look for.
