Hello, I think that it would all depend on the properties that you're looking to get, this will basically define your clinker factor and from there you can play with the other proportions. Normally, there is also restrictions in the amount of replacement on the standards that apply to a certain country. Based on experience on limestone calcined-clay system, I would suggest you as starting point to try a 2 to 1 proportion between calcined clay and limestone (by mass). On top of that you can put your waste material and see what happens. Don´t forget to adjust your gypsum content, as the additional aluminates from the calcined clay will definitely shift your kinetics.

Cement raw mixes are designed using different raw mix components, say primarily limestone in addition with other corrective materials such as silica sand, clay, iron ore, laterite, bauxite, waste material etc. to supplement the deficiency of silica, alumina, iron etc. in the manufacture of Portland clinker, based on their oxide constituents and percentage coal ash absorption, coal ash analysis, maintaining quality and process parameters (C3S, C2S, C3A, C4AF, LSF, SM, AM, liquid content etc.) comparable to Portland clinker, using excel file. By feeding the chemical analysis of various raw materials in computer programme, you can get the respective proportions of raw materials. Similarly, by inserting the particular proportion of waste material in the programme, you can get the proportioning of different raw materials along with process and quality parameters. Proportioning of raw materials could be adjusted to get optimum clinker paraments.
