You can either adapt the instrument as such or can modify / add items but with some rationale. For example, if west says" units" to "departments"  and in  subcontinent we understand departments or branches then you will have to use departments or branches in your instrument for quality data collection.

If you  use the instrument as such and you get deviated results,this might be due to cultural differences between west and east. then in your analysis we may discuss all this.

You may first do a pretest (pilot survey) to evaluate, understandability, simplicity and identify other challenges of using such instrument in your study context. you may also conduct a small exploratory qualitative study that can help you identify items that can feed into the instrument in your hand or help avoid some items less relevant to your context. You may also search for previous qualitative (recommended) or quantitative studies relevant to your theme of study in your study context and identify the items that are very relevant to describe the concept you are dealing with.

The literature relating to the scale gives info about the type of respondents consulted for developing the measure and the sample types on which the scale was used. It is generally advisable to use the scale with similar groups. dp

You cannot unless you consider that the social reality is the same.

There has been an increasing amount of research on this topic. There is a web site devoted specifically to this topic, another website a now-classic-book, and many journal articles, workshops, and conferences. I would first start at google and google scholar and  type in: "survey methods in multinational, multiregional, and multicultural contexts". You will get links to useful materials and links. It depends on the scale. What do you want to change? Do you have an aim to compare the data with the west?

Actually I want to validate an already established scale on CSR perceptions of employees in the Indian context.

I aim to test whether it is relevant to use that scale? Is it capturing the CSR perceptions among Indian employees?

This is an interesting topic - CSR perceptions of employees. However, they are two different tasks:

- To verify the scale is better to leave it unchanged. Then you can clearly compare the answers with Western analogues.

- To measure the perception in the Indian context, you can change elements of the scale. But then the experience can not be an accurate comparison.

It is better to do a little preliminary research. You can see how to work both versions

Do a pilot study. Compute inter item correlations, Cronbach's alpha, factor analysis. We used a German environmental scale in South China - the performance was poor. If reliability and validity is poor try to construct better items/translations of terms

"Adopting an instrument is quite simple and requires very little effort. Even when an instrument is adopted, though, there still might be a few modifications that are necessary.

Even though adopting an instrument requires little effort on behalf of the researcher, the questionnaire still must be appropriately designed so it is important that you read about Developing a Questionnaire .

When an instrument is adopted, it is important to appropriately describe the instrument in the Instruments section of Chapter 3. In the description, include

• Who developed the instrument
• Who validated the instrument
• Other studies that have used the instrument

Here is an example portion of the Instruments section from an instrument that was adopted:

Positive and negative affect were assessed using the Positive and Negative Affect Scale (PANAS; Watson, Clark, & Tellegren, 1988)...Watson and colleagues report reliability coefficient alphas as .89 for positive and .85 for negative affect. Validity evidence for the instrument as a measure of state affect was found by correlating the instrument with situations that should influence positive and negative affect. Positive affect has been found to be related to social activity and negative affect has been found to be related to fluctuations in stress (Watson et al., 1988).
