Dear Beniah Obinna Isiuku , a good thickener for alcohol-based hand sanitizers is hydroxyethylcellulose. It is often added to cosmetic products and has a gelling effect. Addition of hydroxyethylcellulose to an ethanol-based solution creates a clear gel. It is also safe and inexpensive.
Another thickening mechanism may include Xanthan gum (Kelzan AP-AS types of grades), if shear thinning or pseudoplasticity is desired depending on application.
Polyacrylic acid and Polyethelyne glycol (PEG) are commonly used thickeners for hand sanitizers. You could try any hydrophilic polymer if those aren't available. Cornstarch might even work if you dissolve it in the alcohol before adding the other ingredients.
