I am working on effects of magnetic field on the speed of wind turbines. The initial starting torque requires high wind speed but when this is lacking, performance characteristics of turbine becomes minimal. I hope to minimize this problem in my research by inducing magnetic field around the blades. I need help on how this can be set up for optimum blade performance at lower wind speeds.
D.C magnetic field in the same direction of rotation of metal blades, could enhanced the torque to be produced by turbine, and could be achieved series/shunt field winding in case of dynamo, or rectification would be needed if induction generator is supplying the load.
If you want the blades to rotate in no-wind condition you simply use the generator as a motor. This is generally good for the main bearings life time and will only cost very little power from the grid. Using the earth's magnetic field or external coils would probably never work so don't spend your time on that subject.
The movement of turbine's blades (I think they are metallic i.e. conductive) in fixed magnetic field may only be decelerated due to eddy currents, never accelerated. If the opposite were true than you wouldn't need the wind at all to generate electricity, isn't it?

When turbine starting torque is a problem then, perhaps, magnetic bearings might be of some help. Unfortunately, I have no experience with such bearings and thus I cannot be more specific. You may also think about magnetic levitiation (aka maglev), but it seems impractical in relatively small devices, especially if superconducting materials are used.
