In most tertiary institutions in the world, lecturers/instructors are expected to teach and also conduct effective research. Promotion processes in academic system usually require devotion of considerable time to research, publication and conferences.
My question is "how best can such lecturer/instructor strike the right balance in teaching and research"?
Research is the pinnacle of our academic work including our teaching profession. We devote great deal of time for these activities. The ratio? I can't say for certain. I assign the same seriousness, passion, diligence and hard work to both activities. But research is paramount in my career.
Doesn't it depend on the context and the grade of the academic (lecturer, professor) and the research involved?
There is no particular ratio decided for the balance in academics and research.
But it can be done in many ways:
Sometimes it is possible to take the subject of you interest or research in academics. For instance, my area of research is OCR and NLP, so I prefer to take Digital Image Processing subject as a professor. So both things can be balance.
If it is not possible to do so then it is recommended that you spare extra time for the research. I do research activity in the time between the two lectures and still its not enough then need to spare extra time.

Thank you very much Prof. Samy Azer for your suggestion. As an academic advisor, I lecture and advise students from Monday to Thursdays. Maybe I can set aside Friday and Saturdays for intensive research research.
Thank you Konstantinos Karampelas. In research institutes, researchers are employed to conduct purely research but in Universities, instructors have to teach and conduct research. Some instructors who are passionate about teaching are carried away with academic work with little attention given to research....
