But transforming resources into semantic ones is a process linked with ontology creation, or application, and it is not a trivial task.  Theory and practice with ontologies is a specialized field of Artificial Intelligence.

Web 4.0, 05,  are not yet well defined or commonly understood. I think Web 4.0 could be the Web of Things (there are who thinks that it is the Semantic Web), where not just web resources, but every artifact, used by people in common life are interconnected, and their properties and interactions are semantically represented (again, in the sense of formal semantic, understood by computers, which use that information as data).

I think the first task for educational institutions, should be fully apply Web 2.0 resources, and that means changes current educational approaches (in the most of cases).

The next step should be introduce semantic resources, development of ontologies and knowledge bases systems based on them, extension of Web 2.0 based analytics to semantic one.

Later tasks fall in the field of speculation, scientific or not, but in any case, far from practical applications.

Conceptual systems in many areas of ICT are not well defined (and in Education too).

I am not enthused by names like Web2.0, 3.0, and so on. As a software engineering professional I would rather go be basic principles of analyses as follows:

1. Are the efforts user centric, innovative, disruptive .....?

2.Do these efforts talk of cost, affordability?

3. Are these initiatives part of User Centered Designs???

--- so on...

If they are, it does not matter which version we talk about, we need to welcome and adapt....

Technology enables the learning process to take place outside the class rooms. The class room should be used for interactive learning and the the teacher should act as a facilitator. Further, social media tools can be used to display the opinions of students on the display board. Many innovative methods can be used to make the class room more interesting and truly engaged.

Dear Debra, I believe the answer to your question needs to be informed by an understanding of new theories of teaching and learning with digital technologies (please note the use of 'with' rather than the more common 'using' digital technologies to reflect educational transformation rather than transmission). One such theory is described in George Siemen's  "Principles of connectivism:

Sadly, most educators appear to be still grappling with Web 1.0, busily converting their Word documents and PowerPoint slides to PDFs, finding YouTube videos and using the online marking tools provided by their Learning Management Systems (LMS). Research is showing us that this use of LMS, as merely a new medium for content sharing, is in fact stifling creative opportunities for teaching and learning with digital technologies. 

In answer to your question, I believe that rather than being "too early to begin thinking of these possibilities" it is perhaps already too late to bring many Web 1.0 educators into a Web 4.0 world. As we all, teachers and students alike, embrace living in a connected mobile world, the old theories that underpin traditional content focussed methods of teaching are proving to be inadequate and outdated. Content, even if it is "open", is not 'King' anymore - it is everywhere and in everything. I think the question should be: Is it too late for our educators to think about the teaching and learning possibilities presented through a connected mobile world?

I think there is still no exact definition about web 4.0 of W in education.

The general definition of Web 4.0 that I found is known as symbiotic web in which human mind and machines can interact in symbiosis.

But I expect that Web 4.0 could be parallel to the human brain and implies a massive web of highly intelligent interactions and it is clear that the web is moving toward using artificial intelligence to become as an intelligent web.

Education is still grappling with Web 1.0 so I don't see any possibility of an "exact definition about Web 4.0" that applies directly to education. Abdelrahman Ahmed, I agree with your definition except that there is evidence already that we are moving towards Web 5.0. The best definitions I can find is that Web 4.0 "connects all devices in the real and virtual world in real-time" compared to Web 5.0 which will be "about the (emotional) interaction between humans and computers. The interaction will become a daily habit for a lot of people based on neurotechnology. For the moment web is “emotionally” neutral, which means web does not perceive the users feel and emotions. This will change with web 5.0 – emotional web. One example of this is www.wefeelfine.org, which maps emotions of people. With headphones on, users will interact with content that interacts with their emotions or changes in facial recognition." Well, categorising the technological progress in the WEB 1.0 to WEB X.0 series is a useful exercise to measure the level of adoption of such technological achievements in different contexts (education included).

However, I tend to agree more on the colleagues that pointed out that

Regarding point 2), which looks like a situation familiar to anybody that has got access to social networks (not only digital ones!), and to digital sources (online or offline), does this preconize that we already have a de facto symbiosis with the IoT? Are we already in a WEB 4.0 state in education? Yes and no. As already pointed out, we still have educators that rely on hypertext and PowerPoints only, but we have also who delivers rich learning experiences with intelligent agents embedded in serious games, which is not a true AI implementation as in science fiction, but still a good way of putting technology at the service of the learners. And the use of collaborative platforms (not of "traditional" LMS and LCMS) can serve as well to provide a genuine participative learning environment where a community of learners can be gathered and learning impact can be measured over time (if learners are adequately stimulated).

The use of (serious) games may also have an emotional impact on the learner by raising frustration, fun... does this mean that we are already in the way of WEB 5.0, according to the definitions provided? I doubt we can say that. However, once again, the good point is to understand how emotions can influence the learning experience and learner's competence development.

Let's keep the focus on the learner rather than on the technology used.

I would consider Web 4.o as analogous to IOT or internet of Things. Here everything is connected , whether it is device, machine, people,(Faculty and students) and the whole cloud environment available.

Managing and interfacing these things is no doubt a big challenge but more challenging is the MAN-MACHINE interaction issues related to management of CHANGE !!

Web 4.0 is about the "Internet of Things" (IOT). It's helpful in the class room as real or as virtual.
